Thank you for this! It looks like this applies to name changes as well, as long as both the name change and the passport issuance are within a year. We're planning to change our last name whenever my wife gets around to picking a middle name, and I'd been putting off passport renewal as a result.

Another tip you may already know: any passport issuing issues, reach out to your congressperson. They have staff to handle just that.
