I think this point is a really good one. The Regs should require energy use intensity calculation. However, on 'targets' it's not and never has been mandatory to deliver the SM need figure. If it was the recommendation to set mandatory targets through strategic plans would be defunct!
So glad to see this mentioned up front - housebuilders will value keeping ASP (sale price) high over volume or delivery. Good as well recognising demand-side efforts do not help - like the help-to-buy petrol which was poured on the affordability crises in the last decade.
Given the scarcity and business of builders they all sound a bit pie in the sky to me to be honest.
