We set out 10 principles for a better approach, including: 1. Ensure housebuilding remains a consistent political priority led from the top 2. Define what success looks like, including a 10-yr vision and 5-yr delivery plan 3. Prioritise national targets over local objections

4. Govts have failed to reconcile their housebuilding objectives with their other policy objectives (e.g. environment regulations, building standards) and missed opportunities deliver them in a more mutually reinforcing way.

3. Govts have been unwilling or unable to make difficult decisions and drive through challenging reforms needed. This includes failing to prioritise national housing need above local objections in the planning system, or use other tools to boost housing like social housebuilding.
