“The reviews… appeared almost exclusively in journals from MDPI”… But also… while reviewing is listed as service, I had the impression it was such a small part of promotion that it I didn’t realize it was worth trying to game anything…

Publishers are definitely asking too much of reviewers. But not much of that article shouted fraudulent reviews to me. If you keep seeing the same issues in manuscripts it makes sense to keep a list of frequent responses somewhere.
