An important thing to not re: lower court expansions is that Democrats could absolutely make a strictly merits case in that court capacity directly feeds into the swiftness of hearing and deciding the cases that protect rights. That is, regardless of reforms, the lower courts need to be expanded.
i think most of this is dead on arrival, of course, but i also think this is a great maximalist start to thinking of court reform AND some of this stuff, especially the large expansion of the circuit and district courts, is absolutely feasible in the next four years.
