I don't like the idea of requiring a license to use any form of bike. That said, some kind of "be extremely cautious around cars" course for kids and teens looking to get an ebike isn't a bad idea. I'd prefer safe infrastructure, but anything that reduces cycling deaths and injuries is a win.
