We had a heat dome here in 2021 and hundreds of people in the province died because nobody has AC here. We picked up a guy on the side of the highway who was in some sort of heat-induced shock and toon him to the ER ourselves because you could not get through to 911. Heat is scary.
To be honest, I still don't know why that is—it's far easier to warm underheated people than to cool overheated people.

Here in NorCal we were notified to check TWICE A DAY on anyone over 60 during a heat wave. People don’t realize that you become disoriented and then can’t function anymore.

If you're looking for ways to help folks without access to shelter, in addition to giving out cold water/Gatorade, you can also give out instant ice packs

Timely reminder - my FIL would rather pass out than stay hydrated.
Do not just stay hydrated! ALSO: Avoid caffeine and alcohol. Wear light colored, loose fitting clothing. Wear a hat and use sunscreen. Avoid being outside in the hottest part of the day. If you don't have a/c, go to a heat relief shelter, mall, library. Don't bake. Don't roast. Choose stovetop meals
I remember back in mid 2000's heat waves were treated as a big deal, but since at least the 2010's its barely even news till the stupid thing hits and everyone is suffering and turns out like three people died of heatstroke in your town alone.
