i guess i dont understand how you could have a *persistent* change in behavior w/o a parameter change? Unless you think activity "reverberations" can persist for more than maybe a few minutes.

operationally, it would be something like "a persistent change in behavior induced by an external stimulus"...though i'm not sure there is a clear distinction btw adaptation, learning, and development.

other than "reverberant activity" which might not count as learning, I think the main candidates for a physical substrate of learning are synaptic plasticity or spike threshold change. In some systems there is evidence for threshold change. Eg Hermissenda www.jstor.org/stable/24968...
