I think part of it is the drug war and how drug users are viewed. People associate homelessness with drug use, and therefore seem to think it's deserved. (Furthermore, if you are a drug user who doesn't want to go with abstinence, your options assistance wise are limited)
We have normalized going homeless and blaming people instead of society. How do we change that attitude? I used to be guilty too, but then I realized I, myself, am a paycheck away from homelessness. And with inflation I earn less today than 20 years ago.
Anecdotally, Rehab did not help me with my chaotic drug use even a quarter as much as getting stable housing did. It's a basic hierarchy of needs thing. It's like working backwards. Housing, food, and medical care should be addressed before the chaotic drug use, not after.
Even a money grubbing dickhead like the Zephram Cochrane character ultimately had the decency to be humbled by the galaxy he'd pierced.
