currently the DMG is 24 people, and it's only going to get bigger. we set up a loomio instance to track consensus-finding and decisionmaking and it's proved very helpful already.

the only things i would regard as an imposition are stuff like "if you don't comply with CSAM reporting requirements you and your instance will be removed immediately" because that is, among other things, a network-wide integrity issue
