self-medication is totally a thing (and the root of many addictions). better support for and less discarding of folks who w/ substance abuse would be nice, but trump doing bumps in the cheeseburger suite while elol puffs blunts is somehow different than some unhoused person just trying to get by.

The way I was going to implement it was much like how Fate handles addictions and compulsion: it only effects you when you want it to effect you, so you can get "bennies" to use later.
