We rely on dataverse primarily although increasingly code ocean. All of which is great, and puts the onus on the journals and the authors rather than the reviewers which I like.
My first thought. Unified search - Worldcat/Dataverse for newspapers. Search by not just title, geography plus dates, so you can know what newspapers were around in the place/time of interest. Also filter on newspapers aimed at specific populations. Include college newspapers!
