It could be that the Quebec tipping point into rent deflation is 5 and not 7% but I really don’t think we have much to lose by overshooting on supply.

My quibble is that while it leads to constant building, it’s constant under-building. For targets to be useful we need an estimate of what it takes to undo the shortage.
