This happened to my wife, too. She had to stop by an election office to get a new one--fortunately, there are a lot of them and it's very quick. Get that ballot in as soon as you can!
I know someone that happened to as well. It seems to depend on your county. My mom’s, with the traditional lick-and-stick, had that potential, but mine had a covered adhesive strip.
My daughter's, too. We steamed it open and I don't even know how my wife got it sealed again. Some sort of spray adhesive. Good to know we could have just taped it shut.
