Yes, but in case the stars don't align in Congress, remember that procurement directives from two of the world's largest buyers (US and CA) could accomplish much of this w/o legislation.

Here's the tl;dr of the actions we recommend in this piece in case folks don't read it: - weight-based fee for heavy vehicles - shrink EV batteries (which drops weight) - lighten car frames - reduce crashes and make streets safe - ramp up public transport and active transport and housing

I think generally and maybe controversially, there should not be any more subsidies for direct EV adoption beyond the IRA level since the size of the transfers are too high and probably leads to a reduction in welfare policyimpacts.org/research/a-w...

I'd much rather see this handled through safety regulations than through additional incentives! NHTSA (and EPA, for that matter) has the authority to start shrinking car size - what it needs is political support, cultural will, and administrative capacity
