Yes - laughable. It is a basic fact of modern workplaces that HR (esp at senior levels) are the satraps & proxies of the Senior Management Team. I.e. they function like something between senior civil servant 'private secretaries' & SpAds. HR Director typically esp. disliked - 'Chief of Sackings'.
