It's othering anyone she can who she thinks is weaker than her, and weaker than the people who are going to vote her as leader of the party. It could be anyone, as long as they're notionally in receipt of some random govt funding amount that the people who are voting are not.

It comes from a particular line of narrow-minded bore which populates the Tory clubhouses. National service bores. Maternity leave bores. Keep-every-scrap-of-land-our-grandparents-ever-stole bores. The dense, inflexible, bitter and confused dullards who Badenoch and Jenrick are fighting over.

I think that it is a fundamentally ignorant point of view, the Tories, and truthfully to many other politicians love their ignorance and have learnt that there are some folks that love the performative cruelty. Before we know it we will Have gladiatorial contests between immigrants and disabled kids

It comes from the same place as most of the rest of politics - the fear of an out-group enriching itself at the in-group's expense - and it serves the purpose of Badenoch becoming Conservative leader. To her, it has no other consequences of any import.
