Having been a policy professional my experience matches this very well. You can either swim against the current and tell people facts that they're not eager to hear, or you can swim with the current and flatter them for whatever they already believe, further hiding the complications.
Q from the practitioner side: Are all policy misperceptions equally correctable (more or less)?
