What about the fuel needed to slow/control it's descent? I bet that weighs a fair bit.
Yes, it eats into the margins, but it is actually a very small amount of the total fuel (a few percent) because the booster is so much lighter coming down than going up. The vast majority of the velocity is actually still bled off via air resistance despite the lack of parachute.
