If they need a tip, you weren't paying well.

I've worked with people both directly and through agencies: if it's through an agency, I tip, because the agency is taking some off the top. If it's direct, I pay their rate (which as noted upthread is around $30/hr in NYC), plus the traditional christmas card full of cash. :)
