Applications should be about two things: identifying the recipient and characterizing their needs. Inter-agency communication should be the norm, not an exception.
Related: we could dramatically reduce operating costs and improve outcomes of federal programs by eliminating application vetting and means-testing. If someone has "too much income" for a program, guess what! The IRS is gonna have a chance to fix that every year.

I try to vote with the policy of "passion and ideology in the primaries, pragmatic harm reduction in the general" and I wish I could convince more people of this instead of purity testing their general election choices
