Applications should be about two things: identifying the recipient and characterizing their needs. Inter-agency communication should be the norm, not an exception.
Related: we could dramatically reduce operating costs and improve outcomes of federal programs by eliminating application vetting and means-testing. If someone has "too much income" for a program, guess what! The IRS is gonna have a chance to fix that every year.
And, more importantly but rarely believed, it's an unnecessary exercise for the Federal Government. A better question should be how well targeted a program is going to be, and what to do about money that escapes containment.
