This is really good. And I don't think it only applies to civil service. Setting a clear mission and empowering people to work towards achieving it while building a community with your peers works in any organisation. It certainly works in startups!

A really interesting read. Highly recommend the work of Capt David Marquet (Turn the Ship Around) for implementation of what he calls 'leader-leader' - mission-driven leadership styles in a hierarchical organisation, heavily inspired by Covey. A great read, even if lessons not immediately obvious!

My (local government) employer requires me to get 3 quotes for a piece of software that is only available from one vendor. So I have to ask 2 resellers and the vendor for quotes, from which (obviously) the vendor’s is always going to be cheapest. It’s utter insanity, and such a waste of time.

Interesting, but the NHS/health examples aren't really generalisable because most civil servants are generalists with very limited technical knowledge regarding how to "solve" problems in this year's area of management.
