Figured it out. The first jug is a very tame Victorian Bacchus. You can see here, from his ancestor, that the Smarties/polka dots were once fruit.

Another character jug, in this one the polka dots are larger and 3D and are beginning to resemble fruit, he also has vines around his forehead and a bit of devilry in his expression
