The notion of Iran MFA being in charge of this is extremely suspect for anyone who knows anything about MFA-IRGC ties/problems. Consider that MFA wasn't even the focal point of Iran-Saudi detente. Also, WSJ is basically claiming that it infiltrated Hamas when Israel couldn't. on.wsj.com/46AJThW
