It all goes back to the DfT decision to force through the premature withdrawal of the XC HSTs without suitable replacement. A problem being replicated in many areas at the moment
That is a challenge! The FD rise should be a factor in budget negotiations between HMT/DfT as the gov should be at pains to show some link between raising taxes & improved transport services. Some budget reallocation to a few totemic schemes would make a difference on perception (eg rural bus fares)
DfT hates tackling primary legislation. Opportunity to use guidance on NMD in the TM Act e.g. clarity on mode hierarchy and place. (Might even align with NPPF and NMDC movement priorities!) Also need new MfS to shape local design guides better. Transport Plan guidance update still awaited too
