Calling topdown Zelda games "2D" is way outdated but it stems from graphical differences the games had back during the late 90s and 2000s. Topdown Zelda games had sprites and 3D Zelda uses polygons. Nowadays that doesn't fit anymore but people still mean two different distinct Zelda genres.
There's a crucial lack of topdown (I'm not a fan of isometric) modern/post-apocalyptic map assets.
