Dan I think saying correct is misleading.
Let's be clear. HMRC are applying the letter of the law correctly. Prior to 2009 late filing penalties did not apply to those owing no tax. The late filing penalty regime then changed. Dan is arguing for a policy change or change to the law.
This pretty much sums up the mood in many of our focus groups, despair and anger that so much of the country feels broken.
