This still happens. I had a navy buddy whose first real exposure to non-white people was the military after growing up in a super racist and poor rural town. He learned black people, etc, weren't bad. The taxes from just his pay alone were enough of a difference to let them pave some dirt roads.
I don't want to put too fine a point on this but this was how Jim Crow was upheld. If you were a white person who thought it was a dumb system and did things that let others know that you might find a bomb in your house or in your car.
