The multi-county library system here in central Oklahoma has most of these services. They're slightly less accessible right now because the largest and newest library building is closed for repairs (improperly built), but most have been farmed out to branch libraries and other community spaces.
As a library, it is terrible. The amount of books on display is pathetically small. Call it something else and I might agree with you that it's incredible in the range of things it offers. But I certainly wouldn't go there to browse the book shelves.
